CHIAs is currently the principal recipient (PR) of \u00a0Partnership to End HIV\/TB in Champasak Province. The overall goal that the project seeks to achieve \u00a0is to contribute to the End HIV\/TB Strategy targets in Champasack province through targeted, equitable \u00a0support for decentralization of quality HIV\/TB services. This will be achieved through the specific \u00a0objective to increase access among vulnerable populations in Champasack Province, including men, \u00a0women and children, to quality, gender-responsive, equitable and integrated HIV\/TB services in 01 \u00a0capital and 07 districts in Champasack province.\u00a0<\/p>\n<p><b><i>Position Overview\u00a0<\/i><\/b><\/p>\n<p><b>Functions \/ Key Results Expected<\/b><\/p>\n<p>1. MEL System Design and Implementation;\u00a0<\/p>\n<p>2. Learning and Knowledge Management;\u00a0<\/p>\n<p>3. Capacity Building and Training;\u00a0<\/p>\n<p>4. Data Management and Analysis;\u00a0<\/p>\n<p>5. Reporting and Donor Compliance;\u00a0<\/p>\n<p>6. Stakeholder Coordination and Collaboration;\u00a0<\/p>\n<p>7. Strategic Use of MEL Findings.<\/p>\n<p><b>MEL System Design and Implementation:\u00a0<\/b><\/p>\n<p>&#8211; Improve and implement the existing project MEL Plan so that it is a robust MEL system\u00a0 tailored to the project\u2019s objectives, ensuring alignment with Expertise France\u2019s guidelines\u00a0 and local HIV\/TB strategies.\u00a0<\/p>\n<p>&#8211; Review and improve the monitoring frameworks, including the key performance indicators\u00a0 (KPIs) and their methods of verification as well as assumptions, data collection tools, and\u00a0 methodologies for accurate and timely data collection.\u00a0<\/p>\n<p>&#8211; Lead the design and execution of data collection activities, including surveys, interviews,\u00a0 and focus group discussions, to gather qualitative and quantitative data.\u00a0<\/p>\n<p>&#8211; Monitor project activities to ensure they align with the planned objectives and timelines,\u00a0 providing regular updates to the Project Manager and other stakeholders.\u00a0<\/p>\n<p>&#8211; Oversee data management processes, ensuring data quality, accuracy, and consistency across\u00a0 all project components.<\/p>\n<p>\u00a0\u00a0<\/p>\n<p>&#8211; Analyze and interpret data to assess the effectiveness of project interventions, identify areas\u00a0 for improvement, and provide evidence-based recommendations.\u00a0<\/p>\n<p>&#8211; Lead quarterly M&amp;E trips in collaboration with the local health authorities to the field to\u00a0 hold focus groups and interviews and prepare human interest stories.\u00a0<\/p>\n<p>&#8211; In collaboration with the filed leader identify and address potential risks to project\u00a0 implementation, developing strategies to mitigate these risks and resolve issues as they\u00a0 arise.\u00a0<\/p>\n<p><b>Learning and Knowledge Management:\u00a0<\/b><\/p>\n<p>&#8211; Facilitate the documentation and sharing of project learnings, best practices, and challenges\u00a0 with the project team and partners.\u00a0<\/p>\n<p>&#8211; Organize and lead learning sessions, workshops, and reflection meetings to promote\u00a0 continuous improvement and adaptive management.\u00a0<\/p>\n<p>&#8211; Develop and disseminate reports, case studies, and success stories to highlight project\u00a0 achievements and lessons learned.\u00a0<\/p>\n<p>&#8211; Assist in drafting policy briefs based on the project\u2019s data and results.\u00a0<\/p>\n<p>&#8211; Ensure that MEL findings are used to inform project planning, decision-making, and\u00a0 strategy adjustments.\u00a0<\/p>\n<p><b>Capacity Building and Training:\u00a0<\/b><\/p>\n<p>&#8211; Provide training and technical support to the Sub-recipients and project staff, data\u00a0 collectors, partners, and community health workers on MEL tools, processes, and best\u00a0 practices.\u00a0<\/p>\n<p>&#8211; Work closely with local partners and stakeholders to build their capacity in monitoring and\u00a0 evaluation, ensuring sustainability of MEL activities beyond the project lifecycle.\u00a0<\/p>\n<p><b>Data Management and Analysis:\u00a0<\/b><\/p>\n<p>&#8211; Ensure the collection of high-quality data through rigorous monitoring and evaluation\u00a0 processes, following HIV\/TB project\u2019s guidelines to enhance efficiency and accuracy. &#8211; Analyses data to track project progress, identify trends, and generate insights that inform\u00a0 project adjustments and strategic decision-making.\u00a0<\/p>\n<p><b>Reporting and Donor Compliance:\u00a0<\/b><\/p>\n<p>&#8211; Prepare and submit timely, detailed MEL reports that meet donor requirements,\u00a0 highlighting key achievements, challenges, and lessons learned.\u00a0<\/p>\n<p>&#8211; Ensure all MEL activities and reports are fully compliant with CCRD\u2019s guidelines and\u00a0 donor expectations.\u00a0<\/p>\n<p>&#8211; Provide timely and accurate reporting on project progress, challenges, and achievements,\u00a0 ensuring compliance with donor requirements and organizational policies.\u00a0<\/p>\n<p>&#8211; Support the Project Manager in preparing donor reports, including the integration of MEL\u00a0 findings into project narratives.\u00a0<\/p>\n<p><b>Stakeholder Coordination and Collaboration:\u00a0<\/b><\/p>\n<p>&#8211; Act as the primary liaison for MEL activities, coordinating with the management team,\u00a0 project partners and local authorities to ensure effective collaboration and alignment with\u00a0 project goals.\u00a0<\/p>\n<p>&#8211; Facilitate regular communication and data sharing among stakeholders, promoting\u00a0 transparency and informed decision-making.\u00a0<\/p>\n<p>&#8211; Participate in regular coordination meetings, both in Vientiane, Savannakhet province and\u00a0 Champasack province, to provide updates on MEL activities and findings.<\/p>\n<p>\u00a0\u00a0<\/p>\n<p><b>Strategic Use of MEL Findings:\u00a0<\/b><\/p>\n<p>&#8211; Utilize MEL findings to provide strategic insights and recommendations to the project\u00a0 management team, contributing to the continuous improvement of project activities and\u00a0 outcomes.\u00a0<\/p>\n<p>&#8211; Engage with key stakeholders, including donors and other institutional partners, to share\u00a0 project successes and lessons learned.<\/p>\n<p><b>Recruitment Qualifications\u00a0<\/b><\/p>\n<p>Bachelor\u2019s degree in social science, Public Health, Monitoring &amp; Evaluation, or a related field of\u00a0 study with demonstrated professional experience of at least 03 years, is essential.
