CHIAs is currently the main Sub-Recipient for the Integrated People-Centred \u00a0Health System Strengthening Model (IPC-HSSM) project, funded by L\u2019Initiative, Expertise France \u00a0(EF) and implemented through the Lao Ministry of Health&#8217;s Department of Communicable Disease \u00a0Control (DCDC). This project aims to eliminate malaria, HIV, and tuberculosis in Bokeo Province, Lao \u00a0PDR, as part of the country&#8217;s commitment to the 2030 Agenda for Sustainable Development. The \u00a0project&#8217;s overarching goal is to strengthen Lao PDR&#8217;s health system by transitioning to a sustainable \u00a0model through the promotion of an integrated, people-centred approach. This initiative aligns with the \u00a0national strategy to improve healthcare accessibility, quality, and outcomes for all citizens, particularly \u00a0those in vulnerable communities.\u00a0<\/p>\n<p><b>Position Overview:\u00a0\u00a0<\/b><\/p>\n<p>The Provincial Coordinator will work closely with the Provincial Health Office (PHO), \u00a0District Health Office (DHO), and Health Centers, supported by DCDC and other project \u00a0partners, to ensure the successful implementation of the IPC-HSSM project in Bokeo \u00a0Province. This project aims to strengthen the health system of Lao PDR and contribute to the \u00a0elimination of malaria, HIV, and tuberculosis. Additionally, the coordinator will support all \u00a0activities and staff based in Bokeo Province, ensuring effective implementation, achieving \u00a0indicators, and facilitating smooth coordination and timely reporting of the project.\u00a0<\/p>\n<p><b>Responsibilities:\u00a0<\/b><\/p>\n<ol>\n<li><b>Project Management and Coordination<\/b>:\u00a0\u00a0<\/li>\n<li> Oversee Project Implementation: Lead the execution of the IPC-HSSM project in\u00a0 Bokeo Province.\u00a0<\/li>\n<li> Coordinate with Stakeholders: Collaborate with local health authorities,\u00a0 community leaders, and other relevant stakeholders in the project area to ensure\u00a0 effective engagement and support.\u00a0<\/li>\n<li> Develop and Maintain Project Plans: Create and manage comprehensive project\u00a0 work plans, timelines, and budgets that align with specific activities and\u00a0 performance indicators.\u00a0<\/li>\n<li> Organize and Facilitate Activities: Plan and conduct regular project meetings,\u00a0 workshops, training sessions, and community outreach events, including\u00a0 campaigns for malaria awareness, TB screening, and HIV testing.<\/li>\n<\/ol>\n<p>\u00a0\u00a0<\/p>\n<ol start=\"2\">\n<li><b>Technical Leadership<\/b>:\u00a0\u00a0<\/li>\n<li> Technical Guidance: Offer expert guidance on integrating malaria, HIV, and\u00a0 tuberculosis interventions by utilizing the national guidelines and policies\u00a0 established by this project.\u00a0<\/li>\n<li> Implement Evidence-Based Strategies: Ensure the execution of evidence-based\u00a0 strategies for disease elimination by supporting baseline surveys and gathering\u00a0 community feedback to enhance project showcases.\u00a0<\/li>\n<li> Development and Adaptation of Training Materials: Assist in the creation and\u00a0 adaptation of training materials and protocols for key community outreach\u00a0 supporters and partners within the targeted districts, health centers, and villages.\u00a0<\/li>\n<li> Promote People-Centered Approaches: Advocate for the adoption of people centered approaches in health service delivery throughout the project&#8217;s\u00a0 implementation.\u00a0<\/li>\n<li><b> Capacity Building:\u00a0\u00a0<\/b><\/li>\n<li> Evaluate the training needs of local health workers, community outreach\u00a0 supporters, peer counselors, and village health volunteers.\u00a0<\/li>\n<li> Organize and conduct capacity-building activities for project staff and partners. c. Mentor and support community outreach supporters, peer counselors, health\u00a0 workers, and village health volunteers in implementing integrated health services. d. Facilitate knowledge sharing and best practice exchanges among project\u00a0 stakeholders during monthly and quarterly meetings with all key players of the\u00a0 project.\u00a0<\/li>\n<li><b>Monitoring and Evaluation<\/b>:\u00a0\u00a0<\/li>\n<li> Implement a comprehensive Monitoring and Evaluation (M&amp;E) framework and\u00a0 timeline for project activities in Bokeo Province, encompassing both Community\u00a0 Clinic Wellness Centers and community activities.\u00a0<\/li>\n<li> Collect, analyze, and report on project indicators and outcomes as outlined in the\u00a0 framework and M&amp;E plan.\u00a0<\/li>\n<li> Conduct regular field visits to communities, health centers, and district hospitals\u00a0 to monitor project activities and provide supportive supervision for staff and\u00a0 health volunteers.\u00a0<\/li>\n<li> Identify challenges and propose solutions to enhance project performance in the\u00a0 assigned project locations.\u00a0<\/li>\n<li><b>Stakeholder Engagement and Communication<\/b>:\u00a0\u00a0<\/li>\n<li> Liaise with provincial and district health authorities, community leaders, and\u00a0 partners\u00a0\u00a0<\/li>\n<li> Represent the project at relevant meetings, workshops, and conferences\u00a0 c. Support the development and implement a communication strategy to promote\u00a0 project objectives\u00a0\u00a0<\/li>\n<li> Engage with target communities to ensure their active participation in the project<\/li>\n<\/ol>\n<p>\u00a0\u00a0<\/p>\n<ol start=\"6\">\n<li><b>Reporting and Documentation<\/b>:\u00a0\u00a0<\/li>\n<li> Prepare regular progress reports for submission to CHIAs program director and\u00a0 Finance manager related to the timeline assigned\u00a0\u00a0<\/li>\n<li> Document project activities, successes, and lessons learned\u00a0\u00a0<\/li>\n<li> Contribute to the development of case studies and best practice guidelines\u00a0 d. Ensure proper documentation and filing of all project-related materials\u00a0<\/li>\n<li><b>Resource Management<\/b>:\u00a0\u00a0<\/li>\n<li> Oversee the efficient use of project resources, including finances and equipment\u00a0 b. Maintain accurate records of project expenditures and assets\u00a0\u00a0<\/li>\n<li> Ensure compliance with donor requirements and national regulations\u00a0 d. Identify and mobilize additional resources to support project activities when\u00a0 necessary\u00a0<\/li>\n<\/ol>\n<p><b>Educational Background<\/b>: A degree in public health, healthcare management, or a related field. \u00a0Advanced degrees are preferred.\u00a0<\/p>\n<p><b>Experience<\/b>: Significant experience in public health, particularly in managing health systems \u00a0strengthening projects or communicable disease control initiatives.
