    The project \u201cStrengthening Disaster Preparedness for Five Target Villages in Khounkham\u00a0 District, Khammuan Province\u201d aims to strengthen community resilience and preparedness\u00a0 through participatory disaster risk assessment and community-based disaster risk management\u00a0 (CBDRM).\u00a0<\/p>\n

    A Baseline Survey has been conducted in five target villages, focusing on flood hazards,\u00a0 vulnerable populations (women, elderly, and persons with disabilities), and critical infrastructure.\u00a0 The survey aims to support the development of effective DRM and Early Warning System\u00a0 (EWS) mechanisms aligned with local needs and gaps.\u00a0<\/p>\n

    A total of 200 community members participated in the survey \u2014 40 respondents per\u00a0 village ensuring at least 50% women and inclusion of persons with disabilities and elderly\u00a0 people.\u00a0<\/p>\n

    1. Objective of the Consultancy\u00a0<\/b><\/li>\n<\/ol>\n

      The purpose of this consultancy is to provide technical support for the completion of the baseline\u00a0 survey by:\u00a0<\/p>\n

        \n
      • Designing appropriate questionnaires and group discussion guides.\u00a0<\/li>\n
      • Creating a data collection and management system.\u00a0<\/li>\n
      • Conducting data analysis using information collected from the field by the project team. \u2022 Preparing a comprehensive Baseline Survey Report that summarizes key findings and\u00a0 recommendations.\u00a0<\/li>\n<\/ul>\n

        The consultant will not participate in field data collection.<\/p>\n

        1. Scope of Work\u00a0<\/b><\/li>\n<\/ol>\n

          The consultant will be responsible for:\u00a0<\/p>\n

          1. Tool Development\u00a0<\/b><\/li>\n<\/ol>\n

            o Develop survey questionnaires and focus group discussion guides aligned with\u00a0 project objectives and DRM indicators.\u00a0<\/p>\n

            1. System Development\u00a0<\/b><\/li>\n<\/ol>\n

              o Create a digital or manual data collection system (e.g., KoboToolbox or Excel\u00a0 database).\u00a0<\/p>\n

              o Provide short guidance or orientation to the project team on how to use the\u00a0 system.\u00a0<\/p>\n

              1. Data Analysis\u00a0<\/b><\/li>\n<\/ol>\n

                o Receive cleaned field data from the project team.\u00a0<\/p>\n

                o Conduct quantitative and qualitative data analysis focusing on disaster risk,\u00a0 community vulnerability, and preparedness capacity.\u00a0<\/p>\n

                  o Develop and submit a comprehensive Baseline Survey Report, including findings,\u00a0 data summaries, analysis, and recommendations for improving community-based\u00a0 disaster risk management.\u00a0<\/p>\n

                    1. Qualifications of Consultant\u00a0<\/b><\/li>\n<\/ol>\n
                        \n
                      • Bachelor\u2019s degree or higher in Disaster Management, Social Sciences, or related field. \u2022 Proven experience in survey design, data analysis, and report writing.\u00a0<\/li>\n
                      • Knowledge of DRM, EWS, and CBDRM frameworks.<\/li>\n
                      • Proficient in data analysis tools (e.g., Excel, SPSS, Kobo, or similar).\u00a0<\/li>\n
                      • Strong analytical and report-writing skills in English and Lao.\u00a0<\/li>\n<\/ul>\n
                          \n
                        1. Reporting and Supervision\u00a0<\/b><\/li>\n<\/ol>\n

                          The consultant will report directly to the Project Coordinator and work in close coordination with\u00a0 the project\u2019s technical team.\u00a0<\/p>\n

                          1. Duration and Location\u00a0<\/b><\/li>\n<\/ol>\n

                            The consultancy will be conducted over 5 working days, including tool design, system\u00a0 development, data analysis, and report writing.\u00a0<\/p>\n

                            Work will be carried out remotely, using data and information provided by the project team\u00a0 in Khounkham District, Khammuan Province.\u00a0<\/p>\n

                            1. Payment\u00a0<\/b><\/li>\n<\/ol>\n

                              Payment will be made upon submission and approval of the final baseline report. The consultant\u2019s financial proposal should include all professional fees and related costs (no\u00a0 separate field expenses will be covered).\u00a0<\/p>\n
