Consultant for Baseline Survey Development, Data Analysis, and Reporting
Project Title: Strengthening Disaster Preparedness for Five Target Villages in Khounkham District, Khammuan Province
Project Location: Ban Nakham, Ban Kaeng, Ban Or, Ban Phonyaeng, and Ban Muangnamsang, Khounkham District, Khammuan Province
Duration: 5 working days
Implementing Agency: Village Lead for Disaster Association.
The project “Strengthening Disaster Preparedness for Five Target Villages in Khounkham District, Khammuan Province” aims to strengthen community resilience and preparedness through participatory disaster risk assessment and community-based disaster risk management (CBDRM).
A Baseline Survey has been conducted in five target villages, focusing on flood hazards, vulnerable populations (women, elderly, and persons with disabilities), and critical infrastructure. The survey aims to support the development of effective DRM and Early Warning System (EWS) mechanisms aligned with local needs and gaps.
A total of 200 community members participated in the survey — 40 respondents per village ensuring at least 50% women and inclusion of persons with disabilities and elderly people.
The purpose of this consultancy is to provide technical support for the completion of the baseline survey by:
The consultant will not participate in field data collection.
The consultant will be responsible for:
o Develop survey questionnaires and focus group discussion guides aligned with project objectives and DRM indicators.
o Create a digital or manual data collection system (e.g., KoboToolbox or Excel database).
o Provide short guidance or orientation to the project team on how to use the system.
o Receive cleaned field data from the project team.
o Conduct quantitative and qualitative data analysis focusing on disaster risk, community vulnerability, and preparedness capacity.
o Develop and submit a comprehensive Baseline Survey Report, including findings, data summaries, analysis, and recommendations for improving community-based disaster risk management.

The consultant will report directly to the Project Coordinator and work in close coordination with the project’s technical team.
The consultancy will be conducted over 5 working days, including tool design, system development, data analysis, and report writing.
Work will be carried out remotely, using data and information provided by the project team in Khounkham District, Khammuan Province.
Payment will be made upon submission and approval of the final baseline report. The consultant’s financial proposal should include all professional fees and related costs (no separate field expenses will be covered).
