Background: 

The Community Health and Inclusion Association (CHIAs) is a registered non-profit Lao Civil Society  organization with over 20 years of experience in promoting health and inclusion among key vulnerable  populations in Laos. CHIAs is currently the main Sub-Recipient for the Integrated People-Centred  Health System Strengthening Model (IPC-HSSM) project, funded by L’Initiative, Expertise France  (EF) and implemented through the Lao Ministry of Health’s Department of Communicable Disease  Control (DCDC). This project aims to eliminate malaria, HIV, and tuberculosis in Bokeo Province, Lao  PDR, as part of the country’s commitment to the 2030 Agenda for Sustainable Development. The  project’s overarching goal is to strengthen Lao PDR’s health system by transitioning to a sustainable  model through the promotion of an integrated, people-centred approach. This initiative aligns with the  national strategy to improve healthcare accessibility, quality, and outcomes for all citizens, particularly  those in vulnerable communities. 

Position Overview:  

The role of a Communication Officer is vital for developing and implementing the communication  strategy for the project “Strengthening the Health System of Lao PDR by Transitioning to a Sustainable  System Through Promotion of an Integrated People-Centered Health System Model.” This position  involves managing and coordinating both internal and external communications to ensure consistency,  clarity, and alignment with project objectives.  

Key responsibilities include close collaboration with the project team in Bokeo, which consists of  outreach workers, healthcare providers, and beneficiaries, to effectively promote project outcomes. The  Communication Officer will also be responsible for creating and managing social media platforms  related to the project, including websites, Facebook pages, TikTok, YouTube, and more. This includes  disseminating project updates and driving community engagement to increase demand for healthcare  services among key populations and individuals affected by HIV, TB, and malaria, both at community  clinics and public health hospitals. 

Key responsibilities include: 

  1. Develop and implement communication strategies aligned with project goals and specific objectives.
  2. Create and distribute engaging content across various platforms, including press releases, social media, newsletters, and websites.
  3. Manage media relations and serve as a spokesperson for policy advocacy, including community champions for HIV/TB and Malaria elimination in Bokeo province.
  4. Coordinate with project staff, community outreach supporters, peer counselors, health providers, and beneficiaries to gather information and ensure consistent messaging related to project outcomes. And Promote success stories, case studies, and community champions. 
  5. Monitor and analyze media coverage, public opinion, and client feedback for health services provided in both community center clinics and public hospitals.

  

  1. Organize and manage press conferences, events, and interviews to increase project visibility and impact.
  2. Develop and implement crisis communication strategies when necessary.
  3. Oversee the production and distribution of marketing materials and publications to support project goals.
  4. Maintain and regularly update the organization’s website and social media presence to ensure current and accurate information.
  5. Cultivate and maintain relationships with key stakeholders, partners, and public media outlets to enhance project reach and effectiveness.
  6. Collaborate with different departments to ensure cohesive communication across all project areas.
  7. Evaluate the effectiveness of communication strategies and adjust as needed to maximize impact.

Qualifications: 

  1. Bachelor’s degree in Communications, Journalism, Public Relations, or related field 2. Several years of experience in a communication role 
  2. Proven track record of successful communication campaigns 
  3. Knowledge of industry-specific regulations and best practices 
  4. Proficiency in relevant software (e.g., content management systems, design software)
