Position Title: Consultant for a baseline survey on the “Promoting climate-resilient of agriculture model families and Gender equality in community” project

Location: Feuang District, Vientiane Province

Duration: September-October 2024

Reporting Requirements: Director of Gender Development Association.

 

The organization’s background:

Gender Development Association (GDA) is a leading Gender Rights Non-Profit Association, working throughout Lao PDR since 1991. GDA works to empower women and men to achieve gender equity through joint action, knowledge sharing and ending gender-based violence and discrimination. GDA team is based in Vientiane Capital and works in rural communities throughout Laos, as well as with our network of international partners.

The Project background:

The project aims to create climate-resilient of agriculture model families in order to ensure food security and expected them to share their knowledge and skills with others in the community after the project ends. While promoting gender equality in communities through training, and campaigning activity.

Baseline survey is needed to highlight the needs and impacts on the smallholder farming population, especially women farmers, ensuring that their priorities and experiences are included, reflected, and acted upon.

The Scope of work

  • Conduct a baseline survey to gather in-depth information on the current situation of two selected villages in Feuang District, focusing on the smallholder farming population, particularly women in the target villages. The survey will assess their livelihood and agricultural activities, providing both qualitative and quantitative data that will serve as indicators for evaluating the project’s impact over the next 2.5 years.
  • Use the baseline assessment results to inform implementers, donor, and stakeholders about the level of intervention needed and to guide evidence-based adjustments to the project.
  • Develop indicators for monitoring and evaluating the project. Ensure those indicators reflect the project’s goals of enhancing climate resilience and gender equality.
  • Maintain consistent consultation with the GDA team throughout the implementation cycle to ensure the project remains responsive and aligned with its goals.

Deliverables

The following deliverables are expected from the consultants:

  • Provide a detailed inception report outlining the design and methodology for the baseline study. This report should include the initial format of data collection tools and questionnaires, and submit the report and tools to GDA and partners for review and feedback before final approval and use.
  • Submit all raw data collected during the survey to GDA for future use, including quantitative and qualitative data files, interview transcripts, and focus group discussion (FGD) notes.
  • Prepare and submit a draft narrative report.
  • Present the key findings of the baseline survey at a consultative workshop.
  • Deliver a final report in English that includes: 1) An executive summary, 2) Detailed findings and analysis, and 3) Recommendations for further program development.

Desired Qualifications and Key Competencies

  • Master’s degree or equivalent in agricultural and rural development, management, education, and other related fields.
  • Minimum three years of experience in evaluation of development projects.
  • Proven success in conducting a baseline survey or conducting participatory assessments related to integrated rural development or gender.
  • Understanding of development context in Laos.
  • Expertise in development project design, monitoring and evaluation, and action research;
  • Good spoken and written skills in English and Lao.
