Finance Officer

Organization Background

The Gender and Development Association (GDA) formerly the Gender and Development Group (GDG) and the Women in Development (WID) network, was formed in 1991. A collaboration of the Lao Women’s Union (LWU), UNICEF, with International Non-Governmental Organizations (INGOs), the WID network focused on women and gender development issues in Lao PDR.

In 1996 the name of WID changed to the “Gender and Development Group (GDG)” in order to more accurately reflect the goals of the network. This includes focusing on both women and men in the area of development.

The new network required that an international organization provide GDG with an umbrella partnership to guide its development. This role has been undertaken by: World Education – from 1996 to 2000; CUSO Lao PDR –from 2000 to 2005 – and Concern Worldwide – from 2000 to 2007.

In 2012 GDG became the Gender and Development Association (GDA) as NPA in Laos PDR and operation permit issued on 12th January 2021, No 06/MoHA. Our current international umbrella partner role has been filled by Oxfam-Novib since 2008.

A lead and facilitation body for pursuing gender equality base on non-violence and gender-based discrimination to all area of development work in Laos’s society In collaboration with development partners, GDA will provide professional support and information on gender, and enhance cooperation with development partners toward gender equality

Job Description

Finance Officer
Location: Vientiane Capital, with travel to project sites

Reports To: Finance Manager

Organization: Gender Development Association, GDA, is a leading Gender Rights Non-Profit Association, working throughout Lao PDR since 1991. GDA works to empower women and men to achieve gender equity through joint action, knowledge sharing and ending gender-based violence and discrimination. Our team is based in Vientiane Capital, and works in rural communities throughout Laos, as well as with our network of international partners.

Job Purpose: GDA supporting officer working closely with the financial and management manager, to be responsible for various financial and administrative tasks that contribute to the smooth operation of GDA. The key responsibilities include, but are not limited to:

  • Assist in budget preparation and monitoring.
  • Maintain financial records, ledgers, and accounts.
  • Process financial transactions accurately and in a timely manner.
  • Reconcile bank statements and financial data regularly.
  • Prepare financial reports for internal and external stakeholders.
  • Ensure compliance with financial policies and procedures.
  • Assist in office management tasks, including procurement of office supplies.
  • Assist with activity coordination, including sending invitations and participant follow-ups.
  • Manage incoming and outgoing documents in the office.
  • Prepare and maintain financial and accounting reports.
  • Provide regular updates to the Admin and Finance Manager.
  • Collaborate with team members to ensure effective financial communication within the organization.
  • Ensure compliance with all relevant financial regulations and legal requirements.
  • Assist with financial audits and respond to audit findings.

Qualifications and Skills:

  • Bachelor’s degree in finance, accounting, or a related field.
  • Strong financial and administrative skills.
  • Proficiency in using financial software and tools, including Microsoft Office, Excel and Quickbook.
  • Excellent interpersonal and customer-facing skills.
  • Strong communication skills, both written and verbal in Lao and English.
  • Detail-oriented with a high level of accuracy.
  • Ability to work independently and as part of a team.
  • Prior experience in a similar role is an advantage.
