Job Description: Project Manager – IPC-HSSM for HIV, TB, and Malaria
Position Title: Project Manager
Based: CHIAs Office, Vientiane Capital
Project: Integrated People-Centred Health System Strengthening Model (IPC-HSSM) for HIV, TB, and Malaria in Bokeo Province
Report to: Director of CHIAs and DCDC Project Management Unit (PMU), Ministry of Health (PR)
Period: October 2025 – June 2027
Background
Lao PDR is committed to advancing the 2030 Agenda for Sustainable Development, focusing on SDG 3.3 to eliminate the epidemics of AIDS, tuberculosis (TB), and malaria. The three-year project (2024–2027) aims to strengthen the integration and decentralization of people-centred primary healthcare (PHC) services for HIV, TB, and malaria in Bokeo Province through the Integrated People-Centred Health System Strengthening Model (IPC-HSSM).
The Community Health and Inclusion Association (CHIAs) will serve as Sub-recipient, coordinating closely with the Department of Communicable Disease Control (DCDC), Principal Recipient (PR). Implementation will cover five districts in Bokeo Province: Huaysai, Tonpherng, Merng, Phaoudom, Paktha, and the Community Wellness Center (TestBokeo) in Tonpherng district.
Responsibilities
Project Management and Support
Lead the Project Management and Finance Teams in Bokeo.
Provide planning, budgeting, and resource allocation for project implementation.
Develop and implement operational strategies promoting sustainability and scalability.
Support the Grant Administrator and DCDC to ensure compliance with Expertise France contract conditions and submission of timely, high-quality progress reports.
Oversee quarterly and annual work plans, donor reporting, technical reports, and policy briefs.
Address operational challenges promptly to maintain project momentum and quality.
Technical Leadership and Oversight
Provide strategic and technical guidance using a data-driven approach.
Ensure integration of best practices in community-based HIV, TB, and Malaria prevention, case finding, treatment adherence, and contact investigation.
Apply up-to-date knowledge of HIV, TB, Malaria, MCH, GEDSI, and public health developments to ensure best practices.
Stakeholder Engagement
Build and maintain strong relationships with DCDC, DHHP, DHP, CHAS, NTC, and CMPE.
Engage with Expertise France, the French Embassy, World Bank HANSA2 team, and the Global Fund.
Promote community engagement in project activities and outreach.
Capacity Building and Training
Coordinate with DCDC and technical partners to deliver training in people-centered, rights-based HIV-TB-Malaria care for Community Outreach Supporters (COS) and Peer Counselors.
Provide training and mentoring to DIC Manager, Provincial Coordinator, COS, and Peer Counselors.
Collaborate with M&E Officer to train staff in data collection tools and processes.
Foster continuous learning, knowledge sharing, and teamwork across project and stakeholders.
Monitoring & Evaluation (M&E)
Oversee design, implementation, and management of M&E systems to track project progress and impact.
Submit quarterly and bi-annual reports to DCDC.
Conduct weekly/biweekly meetings with field staff and monthly meetings with PR (PMU).
Oversee field-level budget execution, procurement, stock tracking, and asset registration.
Ensure high-quality data collection, analysis, and reporting with MEL Officer support.
Facilitate data sharing and use MEL findings for continuous improvement.
Required Skills and Experience
Education
Post-graduate degree in Public Health, Medicine, or related field with at least 5 years of progressive experience in HIV/TB/Malaria or community health.
Alternatively, bachelor’s degree with at least 7 years of relevant experience.
Experience
Proven technical leadership in HIV/TB/Malaria or community health projects.
Strong knowledge of TB control strategies, MEL systems, community health approaches, and rights-based care.
Deep understanding of the Lao health system related to HIV/TB/Malaria/MCH services.
Experience in capacity building and training for healthcare and community health staff.
Knowledge of DHIS2 for MEL and data analysis to support performance management.
Excellent analytical, problem-solving, and communication skills.
Experience working in multi-cultural, multi-stakeholder environments.
Expertise in report writing and quality control (English preferred).
Language
Written and spoken English essential.
Spoken Lao preferable.

Direct Reporting
Reports to DCDC (PR) and Director of CHIAs
Child Protection Interaction Level
High-level interaction: frequent interaction with children.
Follow child protection policies and procedures; report issues within 24 hours.
