Vision
APL+ exists to represent, support, and empower People Living with HIV (PLHIV) in Laos by promoting health, dignity, and human rights through community-led approaches, partnership building, and advocacy at all levels.
Mission

Main Goal
1. Empower PLHIV and key populations to participate meaningfully in the national HIV response and decision-making processes.
2. Improve access to quality HIV services, including treatment, care, and psychosocial support.
3. Combat stigma and discrimination against PLHIV through advocacy, education, and community mobilization.
4. Strengthen the capacity of community representatives and peer educators to deliver effective support and monitor services.
5. Promote sustainability of community-led HIV responses through resource mobilization and partnerships.
