Job Title: Mobile Application Developer
Background
Community Health & Inclusion Association (CHIAs) is a civil society organization in Laos that serves as a focal point for a national network supporting people living with HIV/AIDS, TB, and Malaria. CHIAs coordinates responses across key provincial and national networks, working with high-risk and marginalized communities, including sex workers, drug users, men who have sex with men (MSM), transgender people, migrant workers, orphans, vulnerable children (OVC), and women.
This project, led by the Department of Communicable Disease Control (DCDC) under the Ministry of Health (MoH), in collaboration with CHIAs and other MoH partners, aims to pilot the first community drop-in center providing comprehensive services to vulnerable populations, including individuals living with HIV. The project integrates HIV, TB, and Malaria prevention and care into the work of Village Health Volunteers, engaging local communities through both face-to-face and online platforms.
The drop-in center, following a ‘one-stop-shop’ strategy, will be piloted in Bokeo and conduct online/offline campaigns targeting MSM, female service workers (FSW), transgender women (TGW), youth, and migrant workers. The Health HUB mobile application will link to the testBOK website, providing access to HIV testing, TB and Malaria screening, prevention information, PrEP (pre-exposure prophylaxis), gender-affirming care, mental health, sexual reproductive health, and psychosocial support services, including gender-based violence resources.
Objective
The primary objective of this assignment is to design and develop the Health HUB mobile application (Android and iOS) to facilitate online booking for quality healthcare services. Specific objectives include:
– Providing quick and easy access to health information and booking services for HIV testing, TB & Malaria screening, SRHR, and PrEP.
– Developing a web application for data analysis and visualization.
Scope of Work
The contractor will design and develop a mobile application for online booking and learning, allowing users to access information on HIV, TB, and Malaria prevention and testing, PrEP, gender-affirming care, mental health, sexual reproductive health, and gender-based violence. The application will be user-friendly and accessible on both Android and iOS platforms, developed in close consultation with CHIAs and DCDC.
Major Activities of the Agency/Consultant
Application Development
– Design an interactive, user-friendly web and mobile application for Android and iOS.
– Implement a search feature for quick access to information.
– Ensure compatibility with different screen sizes and older system versions.
– Develop a flexible system to integrate additional features and communicate with other systems via REST API.
– Deploy the final application to the server and hand it over to CHIAs.
Stakeholder Engagement & Documentation
– Maintain frequent communication with stakeholders to ensure quality and timely project delivery.
– Define the scope of work and finalize application features with CHIAs and partners.
– Conduct meetings to understand existing processes and document them.
– Prepare a Software Requirement Specification (SRS) document.
– Develop a non-functional prototype for stakeholder feedback.
– Clarify hosting plans in a government facility.
Training & Handover
– Provide training to selected technical members on application use.
– Prepare a user manual, technical documentation, and reports.
– Organize a formal inauguration program for the platform handover to CHIAs and project partners.
– Offer one-year post-launch support and maintenance.
Deliverables
– Fully functional and tested Health HUB mobile application.
– Technical documents, including user manuals.
– Minimum one-year support and maintenance from contract signing.
– Knowledge transfer via workshops/training and formal platform launch.
Timeline & Tasks
The project is expected to start upon contract signing and be completed in approximately two months, with an additional four months for technical support.

Qualification Requirements
– IT expertise in mobile and web application development.
– Experience working with civil society organizations (CSOs) and government partners.
– Proven track record in developing healthcare-related mobile applications.
– Strong knowledge of application security, database management, and API integration.
Other Considerations
– The application developed under this contract will be the sole property of CHIAs.
– The contractor must ensure confidentiality of all project-related information.
– CHIAs will conduct a comparative BID process to select the most suitable agency or consultant based on value for money and expertise.
