Job Description

Terms of Reference (TOR) – Project Officer 

  1. Project Title: Eco-School Champion in LPB and Pakse.
  2. Project Background (Summarized): 

This project, a collaboration between UNICEF and Zero Waste Laos (ZWL), aims to enhance  climate and environmental resilience in Lao PDR, focusing on schools and communities in Luang  Prabang (LPB) and Pakse. It leverages UNICEF’s Climate & Environment strategy, emphasizing  data-driven programming, youth empowerment, and mainstreaming climate resilience in social  services. Key initiatives include installing air quality monitors, establishing school gardens and  nurseries, improving waste management through recycling centers, and exploring solar PV  systems for schools. The project prioritizes building “Green Skills” among youth, empowering  them as agents of change. It builds on existing Disaster Risk Reduction/Management (DRR/M)  support to the Ministry of Education and Sports (MoES) and addresses climate-related challenges  like air pollution, heat waves, and flooding.

  1. Position Title: Project Officer
  2. Location: Vientiane, ZWL Office
  3. Reporting To: Project Manager
  4. Duration: 1 Year Contract
  5. Project Objectives: 
  • Provide technical support for project implementation, ensuring quality and adherence to  project goals.
  • Assist in the development and monitoring of project budgets.
  • Provide technical support and guidance to project staff and partners.
  • Maintain transparent and accountable use of project resources.
  • Prepare and submit timely and accurate project reports.
  • Oversee project activities and ensure effective coordination with stakeholders. 8. Role and Responsibilities: 
  • Technical Support: 

o Provide technical guidance and support to project activities, including air quality  monitoring, school gardens, waste management, and solar PV implementation. o Assist in the development and implementation of training programs and workshops.

o Monitor project progress and identify technical challenges, proposing solutions. o Coordinate with technical experts and partners to ensure effective implementation. • Budgeting: 

o Assist in the development and monitoring of project budgets.

o Prepare budget variance analyses and provide recommendations for corrective  action.

o Ensure that all budgeting is accurate and timely.

  • Reporting: 

o Prepare and submit regular project progress reports, including technical updates  and budget summaries.

  • Oversight and Coordination: 

o Oversee project activities to ensure they are implemented according to plan and  within budget.

o Coordinate with stakeholders, including government agencies, schools,  communities, and partners.

o Facilitate communication and information sharing among project team members  and stakeholders.

  • Administrative Support: 

o Maintain project files, support procurement, and assist with technical and budgeting  inquiries.

  1. Qualifications and Experience: 
  • Education: Bachelor’s in environmental science, development studies, or a related field. • Experience: 3+ years in project management, including budgeting, technical support, and  reporting (non-profit/development preferred).
  • Skills: Strong budgeting, analytical, technical, and organizational skills; proficiency in  Microsoft Excel; understanding of environmental issues; excellent communication and  coordination skills; fluency in local language and working English.
  • Personal Attributes: Integrity, confidentiality, and strong work ethic. 10. Evaluation Criteria:
