Trainer for 3-Day Training on Participatory Approach and Monitoring & Evaluation (M&E)
1. Background
The Association for Community Development (ACD) is implementing the project “Access to Electricity via Renewable Energies for Poor Communities” in Salavan Province, Lao PDR. The project aims to improve the living conditions of vulnerable communities by increasing access to renewable energy and ensuring its sustainable operation through participatory approaches. As part of capacity building for project staff, ACD will conduct a 3-day training on participatory approach and Monitoring & Evaluation (M&E) to strengthen their skills in project implementation, community engagement, and results tracking.
2. Objective of the Assignment
To facilitate a practical, interactive, and tailored training program that equips ACD project staff with the knowledge and skills to:
– Apply participatory approaches in project planning, implementation, and community mobilization.
– Develop and implement effective M&E frameworks and tools aligned with project objectives and indicators.
3. Scope of Work
The Trainer will:
1. Review relevant project documents to tailor training content.
2. Design and deliver a 3-day training program covering:
– Principles and methods of participatory approaches.
– Stakeholder analysis and engagement techniques.
– Participatory planning and decision-making tools.
– Fundamentals of Monitoring & Evaluation.
– Developing indicators and M&E frameworks.
– Data collection methods (quantitative and qualitative).
– Data analysis, reporting, and learning for project improvement.
3. Facilitate practical exercises, group discussions, and case studies relevant to renewable energy and rural development.
4. Provide handouts, training materials, and reference resources to all participants.
5. Conduct a pre- and post-training assessment to measure learning progress.
6. Submit a training report summarizing content delivered, participant performance, and recommendations.

– Location: ACD Meeting Room, Salavan Province
– Language: Lao (with technical terms explained in simple language)
5. Duration and Schedule
– Training Period: 3 consecutive days
– Tentative Date: 25-26-27 August 2025
– Daily Time: 8:30 AM – 4:30 PM
6. Deliverables
– Training agenda and methodology (submitted at least 3 days before training)
– Copies of training materials and presentations
– Pre- and post-test questionnaires and results
– Final training report with evaluation results and recommendations
7. Qualification Requirements
– Proven experience in designing and facilitating participatory approach and M&E trainings.
– At least 5 years of experience in community development, participatory planning, and M&E.
– Knowledge of renewable energy and rural development contexts in Lao PDR is an asset.
– Strong facilitation and communication skills in Lao language (English proficiency is an advantage).
8. Budget and Payment
– Maximum Training Fee: 35,000,000 LAK (inclusive of all taxes, materials, and trainer-related costs).
– ACD will cover the travel expense, allowance and accommodation for the trainer.
– Payment will be made upon satisfactory completion of the training and submission of the final report.
