The interim committee for establishing Life Skill Development Association was officially set up and approved on 12 April 2010 by Public Administration and Civil Services Authority, Prime-Minister’s Office. After that, on 31st August 2010, a Decision No. 150/PACSA, on the approval for establishing Life Skills Development Association of which the acronym is LSDA was officially issued by Public Administration and Civil Services Authority, Prime Minister’s Office. On 23 December 2010, LSDA was officially approved to act in accordance with its regulation. Previously LSDA analyse its potentials and the problems related to organization and then built the strategy 2010-2014. In early 2015, LSDA revised its strategy by adjusting time length from 4 to 3 years. This strategy will be implemented from 2021- 2025, during which, LSDA recognized Participatory Learning and Action (PLA) and Inter-Cultural Education (ICE) as its working approach and focused on building volunteers to lead activities in target groups.

- ສົ່ງເສີມເດັກ-ໄວໜຸ່ມຜູ້ດ້ອຍໂອກາດໃຫ້ໄດ້ຮັບການພັດທະນາຕາມແວວ ແລະ ພອນສະຫວັນຂອງເຂົາເຈົ້າໂດຍຜ່ານຂະບວນການຮຽນຮູ້ທັງໃນ ແລະ ນອກໂຮງຮຽນ.
- ສົ່ງເສີມ ແລະ ສ້າງຈິດສໍານຶກໃຫ້ເດັກ-ໄວໜຸ່ມກຸ່ມສ່ຽງໃນການສະກັດກັ້ນສິ່ງເສບຕິດ ແລະ ປະກົດການຫຍໍ້ທໍ້ໃນສັງຄົມ.
- ພັດທະນາຄູສອນຂັ້ນປະຖົມສຶກສາໃຫ້ມີທັກສະໃນການຈັດການຮຽນ-ການສອນ (ການແຕ່ງບົດສອນ, ການສອນແບບເອົາເດັກເປັນໃຈກາງ, ການຜະລິດສື່ການສອນ, ການຈັດພູມີທັດໂຮງຮຽນທີ່ເປັນມິດກັບເດັກ...) ທີ່ມີຄຸນນະພາບ ແລະ ສອດຄ່ອງກັບທ້ອງຖິ່ນ.
- ສົ່ງເສີມ ແລະ ສ້າງຄວາມເປັນເຈົ້າການຂອງຊາວບ້ານໃນການພັດທະນາຄຸນນະພາບການສຶກສາ ແລະ ຫຼັກສູດທ້ອງຖິ່ນ ໂດຍການຮ່ວມມືກັບຄູສອນ, ສຶກສາເມືອງ ແລະ ສຶກສາແຂວງ ໂດຍການໃຊ້ PLA ແລະ
- ສ້າງ ແລະ ພັດທະນາອາສາສະໝັກເດັກ-ໄວໜຸ່ມໃຫ້ມີທັກສະ ໃນການນໍາພາກິດຈະກຳ ແລະ ການຊ່ວຍເຫຼືອສັງຄົມໂດຍການນໍາໃຊ້ PLA ແລະ ICE.
- ສ້າງເຄືອຂ່າຍທັງພາຍໃນ ແລະ ພາຍນອກ (ພາກລັດ, INGOs, CSOs, NGOs ແລະ NPAs) ເພື່ອແລກປ່ຽນປະສົບການໃນການເຮັດວຽກພັດທະນາການສຶກສາ ແລະ ພັດທະນາສັງຄົມ.
- ສ້າງ ແລະ ພັດທະນາຫຼັກສູດ, ສື່, ຄູ່ມື, ເຄື່ອງມືໃນການຝຶກອົບຮົມ ສຳລັບວຽກຂອງໂຄງ ການໃນອົງກອນ ແລະ ແລກປ່ຽນກັບພາຍນອກ. ເປົ້າໝາຍ ເດັກ-ໄວໜຸ່ມຜູ້ດ້ອຍໂອກາດໃນກຸ່ມເປົ້າໝາຍ ມີຄວາມສາມາດ ແລະ ມີທັກສະໃນການນຳພາກິດຈະກຳ, ມີຈິດສຳນຶກທີ່ດີໃນການອະນຸລັກຮັກສາພູມປັນຍາທ້ອງຖິ່ນ, ສິ່ງແວດລ້ອມ ແລະ ໄດ້ຮັບການພັດທະນາຄຸນນະພາບຊີວິດໃຫ້ດີຂຶ້ນ.
- Goal
Disadvantaged children, youths in target areas have capability and skills in activities leadership and have better development of life quality.
- Objectives
Objective 1: To build awareness in children and youths in project target areas on the use of indigenous knowledge and fighting with social draw back.
- Expected outputs
- Four hundred and nineteen children (191 females), in 6 villages able to using indigenous knowledge obtained from learning both inside and outside classroom in their daily life.
- 70 % of 11,500 students in 14 target secondary schools received information on negative impact of addictive substance and able to disseminate to their family members and friends.
Activities
- Teach indigenous knowledge both inside and outside classroom to primary school children through theory and practice.
- Provide knowledge and information through community services, organizing events and use of media (radio program, school loud speaker program, information board…) appropriate with target group.
Objective 2: To strengthen partners in school management and technical education works and child rights.
Expected output
Partners have knowledge, capability, skills in school management and technical education works; right attitude towards child rights.
Activities:
- Train partners at provincial and community levels in school management, child – centered teaching method, preparation of teaching plans and lesson plans, making local curricular, production of teaching aids, child rights, child protection, leadership skill for child and adult activities.
- Organize events and exchange experience on handling learning and teaching activities, indigenous knowledge and promote child rights.
- Organize both internal and external pedagogical supervision on learning and teaching in a creative manner for teachers.
- Strengthen VEDC in school development and child right promotion, implementation of child protection mechanism in communities.
Objective 3: Produce and develop tools (curricular, manuals, materials, medias) appropriate with local context and target groups.
- Expected output
- New tools: Local curricular for 15 topics, curricular and training manuals for 5 topics, 3 dramas, 2 of which recorded in VCD; 14 radio dramas, 1 book of ethnic stories, 1 book of songs, local poems, folk songs, 1 book of folk plays.
- Tools to be developed: curricular and training manuals for 10 topics, association brochure Those tools produced, developed and used usefully for target groups, society and accepted by partners.
Activities
- Produce new tools: local curricular for 15 topics, curricular and training manual for 5 topics, 3 dramas, 2 of which will be recorded in VCD; 14 radio dramas, 1 book of ethnic stories, 1 book of songs, local poems, folk songs, 1 book of folk plays.

Objective 4: Develop organization to be accepted by donors and society
Expected outputs:
- LSDA staff developed continuously and able to perform their responsible tasks efficiently and effectively.
- Organization has quality staff management system
- LSDA recognized by partners in arranging learning process.
- Organization has complete organizational system with staff being responsible for each position and acting in accordance with their roles.
- Organization has transparent and reliable finance system
Activities:
- Develop LSDA staff (assess needs in capacity building, make and implement staff development plan as appropriate with their works, regularly monitor and assess staff performance)
- Provide research training.
- Provide training on teaching technique at primary school level, pre-school level, production of teaching aids.
- Provide training on organizational management.
- Provide training on project management.
- Upgrade in English language.
- Revise system of staff recruitment, appreciation, discipline and
dismissal and apply with quality.
- Build and develop trainer team to be development professionals (development of children, youth, community leaders (PLA, ICE), life skills, indigenous knowledge, child rights, child protection, participatory training, teamwork, integrated agriculture, project management, knowledge on addictive substance, human trafficking.
- Revise LSDA internal management system such as: organizational structure (Directive Committee, Executive Committee, Admin personnel, technical personnel…), identify clear roles for each level, revise and implement management regulation and conduct annual evaluation.
Objective 5: Raise fund both from inside and outside the country.
Expected outputs: LSDA has sufficient administration fund
Activities:
- Assess and analyze organization information by using all staff’s participation.
- Identify scope of amount of money needed for each year.
- Make tools (training curricular, manuals, brochures, posters, books of good lessons in project implementation by association…) to disseminate to other donors and other interested organizations.
- Develop large, medium and small projects as additional works of association and identify portion to be cut from projects as associations incomes (refer to the existing regulation and adjust the financial management regulation).
- Generate income by providing trainings, organizing activities…to other organizations (make annual training plan and advertising plan for training), identify training fee, cut income portion association’s income (refer to the existing regulation and adjust the financial management).
- Identify approach to access fund sources (present achievements in meeting, participate in exchange forum, donor meetings with have the same priorities as association, apply for membership of different networks, advertise in Face book, Web site, find information of donors online) appropriate for association’s specific context and staff’s capability (make fund raising plan)
