Terms of Reference (TOR) – Project Coordinator
Project Title: Governance in Water and Environment to Increase Resilience & Adapta7on to Climate Change (GiWEAC) project
This project, a collabora1on between Zero Waste Laos (ZWL) and HELVETAS Laos, aims to empower youth in 12 communi1es to drive environmental awareness and build climate resilience through the ‘Environment Opportunity Fund.’ This ini1a1ve provides small grants and capacity-building support to youth-led projects, fostering collabora1on with NUOL students and village authori1es. The project focuses on enhancing youth skills in project planning and management, facilita1ng dialogue with local government, and promo1ng sustainable community-based solu1ons to environmental challenges. HELVETAS Laos provides overall project management, quality assurance, and funding, including the support for a dedicated Climate Community Coordinator at ZWL, while ZWL leads the implementa1on of ac1vi1es at the community level. The project emphasizes a community-driven approach, recognizing the cri1cal role of youth in crea1ng a more resilient and sustainable future.
o Serve as a primary point of contact for project stakeholders, district and village leaders, project participants, and other relevant parties.
o Develop and maintain a stakeholder communication plan, ensuring timely and effective information dissemination.
o Organize and facilitate regular meetings and communication channels to foster collaboration and information sharing.
o Address stakeholder inquiries and concerns promptly and professionally. o Maintain accurate records of stakeholder interactions and communication. • Support in Organizing Training, Workshops, and Events:
o Assist in the development of training and workshop agendas, materials, and schedules.
o Coordinate logistics for training sessions, workshops, and events, including venue selection, equipment procurement, and participant registration.
o Liaise with trainers, facilitators, and speakers to ensure smooth delivery of training and workshop content.
o Manage participant attendance, travel arrangements, and accommodation, as needed.
o Ensure all necessary resources (e.g., handouts, supplies, technology) are available for training and events.
o Document the training and workshops with photos and written summaries. • Facilitating Feedback Workshops:
o Design and implement feedback mechanisms, such as surveys, focus group discussions, and interviews, to gather participant and stakeholder feedback. o Organize and facilitate feedback workshops, ensuring a participatory and inclusive environment.
o Collect, analyze, and synthesize feedback data, and prepare reports summarizing key findings and recommendations.
o Present feedback findings to the project team and stakeholders for informed decision-making.
o Follow up with participants after workshops to ensure that their feedback was heard and acted upon.
o Collect and compile data from various project activities, including training sessions, workshops, and feedback workshops.
o Assist in the preparation of progress reports, impact assessments, and other project documentation.
o Ensure that all reports are accurate, comprehensive, and submitted in a timely manner.
o Maintain organized records of project data and documentation.
o Manage project documentation, including meeting minutes, reports, and correspondence.
o Schedule and coordinate meetings, appointments, and travel arrangements. o Maintain project records and databases, ensuring data integrity and confidentiality.
o Handle procurement of supplies and equipment, as needed.
o Assist in budget tracking and expense reporting.
o Maintain a calendar of project activities.
o Identify and address potential challenges and obstacles to project implementation.
o Work collaboratively with the project manager and team members to develop and implement solutions.
o Provide support to project team members and stakeholders, as needed. o Escalate complex issues to the project manager for resolution.
o Proactively identify and mitigate risks.
o Bachelor’s degree in a relevant field (e.g., education, social sciences, project management, development studies). A Master’s degree is preferred.
o Minimum 3 years of experience in project coordination or related roles, preferably in the education or development sector.
o Demonstrated experience in organizing and facilitating training sessions, workshops, and events.
o Experience in stakeholder communication and coordination.
o Experience in data collection, analysis, and report writing.
o Experience working with academic institutions, local communities, and government agencies is highly desirable.
o Excellent communication and interpersonal skills, with the ability to build and maintain relationships with diverse stakeholders.
o Strong organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
o Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
o Strong analytical and problem-solving skills.
o Ability to work independently and as part of a team.
