Baseline Study & MEAL Framework Consultant (1 Position)
Organization: Promotion of Family Health Association (PFHA), Lao PDR
The Promotion of Family Health Association (PFHA) is a national civil society organization working to improve family and reproductive health outcomes across Lao PDR. PFHA operates nationwide with a strong focus on grassroots communities and partners with government institutions, civil society, and international organizations.
PFHA, in partnership with IOGT-NTO, is implementing the project “Movement for Civic Strength for Sustainable Change – Preventing Alcohol Harm and Strengthening Democracy” (2026–2028). PFHA is seeking a qualified consultant to conduct a baseline study and develop a MEAL framework for this project.

Contract Type: Short-term consultancy
Purpose of the Assignment
Assess awareness, attitudes, perceptions, and social norms related to alcohol use and alcohol-harm prevention
Identify gaps, barriers, and opportunities for alcohol-harm prevention, including community voices and policy recommendations
Develop a comprehensive MEAL framework to guide project monitoring, evaluation, accountability, and learning
Key Responsibilities
Review project documents, donor requirements, and relevant national policies
Design baseline study methodology, sampling, and data collection tools
Conduct quantitative and qualitative data collection and analysis
Establish baseline values for project indicators
Develop and refine the project logical framework
Design a comprehensive MEAL framework, including indicators, targets, accountability, and learning mechanisms
Prepare and present baseline findings and final reports
Deliverables
Inception report and work plan
Baseline study tools and cleaned dataset
Baseline study report and key findings presentation
MEAL framework and Indicator Reference Sheets
Final consultancy report incorporating feedback
Consultant Qualifications
Advanced degree in public health, social sciences, statistics, development, or related fields
Proven experience in baseline studies and MEAL system design
Strong mixed-methods research and data analysis skills
Experience with Kobo/ODK, Power BI, and data quality management
Experience working in Lao PDR or similar contexts
Strong written and spoken skills in Lao and English
Remuneration
Negotiable, based on qualifications and experience
