About the Project

The Association for Community Development (ACD-Laos) is implementing the “Improved Food Security for Women and Children” project in Salavan Province, Laos with support from Bread for the World. This initiative aims to enhance the well-being of women and children in remote areas by improving nutrition, hygiene, and income generation through community-based interventions.

We are seeking a qualified consultant or evaluation team to conduct the final evaluation of this project, assessing its impact, effectiveness, and sustainability.

Scope of Work

The evaluator will:
✅ Review project documents, reports, and monitoring data.
✅ Conduct field visits and interviews with key stakeholders, including community members, government partners, and project staff.
✅ Assess project effectiveness, efficiency, impact, and sustainability based on DAC evaluation criteria.
✅ Analyze findings and provide recommendations for future programming.
✅ Present preliminary findings to ACD and government partners.
✅ Submit a comprehensive evaluation report in English and Lao.

Qualifications & Requirements

✔️ Extensive experience in project evaluation in Laos (preferably in nutrition, food security, or community development).
✔️ Strong knowledge of evaluation methodologies and impact assessment tools.
✔️ Familiarity with nutrition, education, health, and gender programs.
✔️ Experience working with ethnic communities and an understanding of cultural contexts.
✔️ Ability to develop and apply data collection tools (e.g., surveys, focus groups).
✔️ Excellent analytical and report-writing skills in English and Lao.
