Terms of Reference (TOR) – Financial Officer
This project, a collaboration between UNICEF and Zero Waste Laos (ZWL), aims to enhance climate and environmental resilience in Lao PDR, focusing on schools and communities in Luang Prabang (LPB) and Pakse. It leverages UNICEF’s Climate & Environment strategy, emphasizing data-driven programming, youth empowerment, and mainstreaming climate resilience in social services. Key initiatives include installing air quality monitors, establishing school gardens and nurseries, improving waste management through recycling centers, and exploring solar PV systems for schools. The project prioritizes building “Green Skills” among youth, empowering them as agents of change. It builds on existing Disaster Risk Reduction/Management (DRR/M) support to the Ministry of Education and Sports (MoES) and addresses climate-related challenges like air pollution, heat waves, and flooding.
o Manage day-to-day financial transactions, including processing payments, invoices, and expense reports.
o Maintain accurate and up-to-date financial records and documentation. o Monitor project expenditures against approved budgets and identify variances. o Manage project cash flow and ensure adequate funds are available for activities. o Maintain a fixed asset register.
o Ensure all financial transactions are properly authorized and documented. • Budgeting and Reporting:
o Assist in the development and monitoring of the project budget.
o Prepare monthly, quarterly, and annual financial reports for submission to ZWL and UNICEF Laos.
o Prepare budget variance analyses and provide recommendations for corrective actions.
o Ensure all financial reporting is accurate and submitted on time.
o Ensure compliance with ZWL and UNICEF Laos financial policies and procedures. o Implement and maintain effective internal controls to safeguard project assets. o Assist in the preparation for financial audits.
o Ensure compliance with local tax and labor regulations.
o Maintain organized financial files and records.
o Assist with procurement processes related to financial transactions.
o Support project staff with financial inquiries.
o Minimum of 3 years of experience in financial management, preferably in the non profit or development sector.
o Experience with budget preparation and monitoring.
o Knowledge of accounting principles and practices.
o Experience with financial software and accounting systems.
o Strong financial management and analytical skills.
o Proficiency in Microsoft Excel and other financial software.
o Excellent attention to detail and accuracy.
o Strong organizational and time management skills.
o Ability to work independently and as part of a team.
o Good understanding of local financial laws.
o Fluency in local language and working English skills.
