Terms of Reference (TOR) – Project Coordinator
This project, a collaboration between UNICEF and Zero Waste Laos (ZWL), aims to enhance climate and environmental resilience in Lao PDR, focusing on schools and communities in Luang Prabang (LPB) and Pakse. It leverages UNICEF’s Climate & Environment strategy, emphasizing data-driven programming, youth empowerment, and mainstreaming climate resilience in social services. Key initiatives include installing air quality monitors, establishing school gardens and nurseries, improving waste management through recycling centers, and exploring solar PV systems for schools. The project prioritizes building “Green Skills” among youth, empowering them as agents of change. It builds on existing Disaster Risk Reduction/Management (DRR/M) support to the Ministry of Education and Sports (MoES) and addresses climate-related challenges like air pollution, heat waves, and flooding.
o Implement project activities according to the project work plan and guidelines provided by the Project Officer.
o Organize and conduct training programs, workshops, and community mobilization activities.
o Oversee the installation and maintenance of air quality monitors, school gardens, waste management systems, and solar PV systems at the field level.
o Ensure quality control and timely delivery of project outputs in the designated region.
o Assist in the monitoring of project budgets and expenditures at the field level. o Track expenses and report any discrepancies or variances to the Project Officer. o Maintain accurate financial records for field-level activities.
o Provide direct technical support and guidance to local stakeholders, including schools, communities, and government agencies.
o Conduct site visits and provide on-site technical assistance.
o Facilitate knowledge sharing and best practices dissemination at the local level. • Reporting and Documentation:
o Collect and compile data for project reports, including activity reports, monitoring reports, and beneficiary data.
o Maintain accurate project files and documentation.
o Contribute to the preparation of project progress reports.
o Coordinate project activities with local stakeholders, including government agencies, schools, and communities.
o Facilitate communication and information sharing among project team members and local stakeholders.
o Represent the project at local meetings and events.
o Assist with procurement processes at the local level.
