Background: 

The Community Health and Inclusion Association (CHIAs) is a registered non-profit Lao Civil Society  organization with over 20 years of experience in promoting health and inclusion among key vulnerable  populations in Laos. CHIAs is currently the main Sub-Recipient for the Integrated People-Centred  Health System Strengthening Model (IPC-HSSM) project, funded by L’Initiative, Expertise France  (EF) and implemented through the Lao Ministry of Health’s Department of Communicable Disease  Control (DCDC). This project aims to eliminate malaria, HIV, and tuberculosis in Bokeo Province, Lao  PDR, as part of the country’s commitment to the 2030 Agenda for Sustainable Development. The  project’s overarching goal is to strengthen Lao PDR’s health system by transitioning to a sustainable  model through the promotion of an integrated, people-centred approach. This initiative aligns with the  national strategy to improve healthcare accessibility, quality, and outcomes for all citizens, particularly  those in vulnerable communities. 

Position Overview:  

The Provincial Coordinator will work closely with the Provincial Health Office (PHO),  District Health Office (DHO), and Health Centers, supported by DCDC and other project  partners, to ensure the successful implementation of the IPC-HSSM project in Bokeo  Province. This project aims to strengthen the health system of Lao PDR and contribute to the  elimination of malaria, HIV, and tuberculosis. Additionally, the coordinator will support all  activities and staff based in Bokeo Province, ensuring effective implementation, achieving  indicators, and facilitating smooth coordination and timely reporting of the project. 

Responsibilities: 

  1. Project Management and Coordination:  
  2. Oversee Project Implementation: Lead the execution of the IPC-HSSM project in  Bokeo Province. 
  3. Coordinate with Stakeholders: Collaborate with local health authorities,  community leaders, and other relevant stakeholders in the project area to ensure  effective engagement and support. 
  4. Develop and Maintain Project Plans: Create and manage comprehensive project  work plans, timelines, and budgets that align with specific activities and  performance indicators. 
  5. Organize and Facilitate Activities: Plan and conduct regular project meetings,  workshops, training sessions, and community outreach events, including  campaigns for malaria awareness, TB screening, and HIV testing.

  

  1. Technical Leadership:  
  2. Technical Guidance: Offer expert guidance on integrating malaria, HIV, and  tuberculosis interventions by utilizing the national guidelines and policies  established by this project. 
  3. Implement Evidence-Based Strategies: Ensure the execution of evidence-based  strategies for disease elimination by supporting baseline surveys and gathering  community feedback to enhance project showcases. 
  4. Development and Adaptation of Training Materials: Assist in the creation and  adaptation of training materials and protocols for key community outreach  supporters and partners within the targeted districts, health centers, and villages. 
  5. Promote People-Centered Approaches: Advocate for the adoption of people centered approaches in health service delivery throughout the project’s  implementation. 
  6. Capacity Building:  
  7. Evaluate the training needs of local health workers, community outreach  supporters, peer counselors, and village health volunteers. 
  8. Organize and conduct capacity-building activities for project staff and partners. c. Mentor and support community outreach supporters, peer counselors, health  workers, and village health volunteers in implementing integrated health services. d. Facilitate knowledge sharing and best practice exchanges among project  stakeholders during monthly and quarterly meetings with all key players of the  project. 
  9. Monitoring and Evaluation:  
  10. Implement a comprehensive Monitoring and Evaluation (M&E) framework and  timeline for project activities in Bokeo Province, encompassing both Community  Clinic Wellness Centers and community activities. 
  11. Collect, analyze, and report on project indicators and outcomes as outlined in the  framework and M&E plan. 
  12. Conduct regular field visits to communities, health centers, and district hospitals  to monitor project activities and provide supportive supervision for staff and  health volunteers. 
  13. Identify challenges and propose solutions to enhance project performance in the  assigned project locations. 
  14. Stakeholder Engagement and Communication:  
  15. Liaise with provincial and district health authorities, community leaders, and  partners  
  16. Represent the project at relevant meetings, workshops, and conferences  c. Support the development and implement a communication strategy to promote  project objectives  
  17. Engage with target communities to ensure their active participation in the project

  

  1. Reporting and Documentation:  
  2. Prepare regular progress reports for submission to CHIAs program director and  Finance manager related to the timeline assigned  
  3. Document project activities, successes, and lessons learned  
  4. Contribute to the development of case studies and best practice guidelines  d. Ensure proper documentation and filing of all project-related materials 
  5. Resource Management:  
  6. Oversee the efficient use of project resources, including finances and equipment  b. Maintain accurate records of project expenditures and assets  
  7. Ensure compliance with donor requirements and national regulations  d. Identify and mobilize additional resources to support project activities when  necessary 

Educational Background: A degree in public health, healthcare management, or a related field.  Advanced degrees are preferred. 

Experience: Significant experience in public health, particularly in managing health systems  strengthening projects or communicable disease control initiatives. Experience working with  governmental health offices and international partners is beneficial. 

Skills

  1. Strong leadership and coordination skills to work effectively with PHO, DHO, Health Centers, and project partners.
  2. Excellent communication and interpersonal skills for collaborating with a wide range of stakeholders.
  3. Proven ability in project management, including planning, implementation, monitoring, and evaluation.
  4. Proficient in data analysis, reporting, and achieving project indicators.
  5. Capable of managing and supporting project activities and staff efficiently.

Knowledge: An understanding of the healthcare landscape in Lao PDR, including local health  challenges such as malaria, HIV, and tuberculosis and other health issues related to key population.  

Languages: English and the local language(s) for effective communication and reporting. Cultural Competence: Ability to work in diverse cultural settings and adapt to local contexts.
