Youth Empowerment Advisor (Consultant) – Lao nationals only 

Organization: Lao Child and Youth Development Association (LaoCYDA)

Duty Station: Vientiane Capital, with travel to program areas in Luang Namtha, Xayabouly, Oudomxay, Luang  Prabang, Xieng Khouang, Vientiane, Savannakhet, and Salavan provinces.

About LaoCYDA 

The Lao Child and Youth Development Association (LaoCYDA) is a national, locally led civil society organization  in Lao PDR dedicated to advancing the rights, wellbeing, and meaningful participation of children and youth  through locally led, evidence-based, and rights-based approaches aligned with national priorities and the  Sustainable Development Goals. LaoCYDA works in partnership with government institutions, communities,  youth networks, civil society organizations, and development partners to strengthen child protection systems,  promote inclusive and quality education, and empower youth—particularly girls, LGBTQIA+ youth, ethnic  minorities, and persons with disabilities. LaoCYDA has implemented and supported programs at national and  sub-national levels, with operational experience in Luang Namtha, Xayabouly, Oudomxay, Luang Prabang, Xieng Khouang, Vientiane, Savannakhet, and Salavan provinces, and works closely with key government partners  including MoES, MoAE, MoH, MoLSW, LWU, LYU and NCAWMC, while collaborating with and receiving support  from development partners and donors such as the European Union (EU), Swiss Cooperation Mekong, UNDP,  UNICEF, UNFPA, World Vision, Cord, Oxfam, Save the Children, and Swisscontact to advance sustainable and  inclusive development for children and youth in Lao PDR. 

Purpose of the Role 

To support the design and strengthening of youth-led, inclusive, and sustainable youth empowerment  initiatives. 

Key Responsibilities 

• Provide technical support in designing and strengthening youth leadership, life-skills, and job  readiness programs. 
• Promote meaningful youth participation, civic engagement, and youth-led initiatives. • Facilitate youth consultations, trainings, and capacity-building activities using inclusive and  participatory approaches. 
• Ensure inclusion of young women, LGBTQIA+ youth, ethnic minorities, and youth with disabilities  across all activities. 
• Support partnerships with government, youth networks, and CSOs aligned with national youth  priorities. 
• Contribute to monitoring, learning, documentation, and reporting of youth empowerment outcomes. 

Required Qualifications & Experience 

• Degree in Social Sciences, Youth Development, or related field 
• Minimum 5 years’ experience in youth programming 
• Strong facilitation and youth engagement skills
